Yeah, for some reason his attacks do very little damage.
Maybe try throwing together a bunch of sight panels and the Critical Sun ring to boost his Crit %? That or try raising his strength with the power (?) panels.
You could always do some tedious work for exp and level panels.
But, really, no matter what you do, he's comparably bad. His base strength seems pretty weak and his combos stretch on forever, so you can hardly get in a finisher. Not much you can do about that.

It's sad really. You play the main story of the game up to the point you get the dual blades, and man do they kick butt... then you do mission mode and they stink. I guess they did that to balance it out, so mission mode wasn't all just a bunch of people wanting to play as Roxas and powerhousing the game.

well that still couldn't happen because only one character can be played at a time, as in only one person can be roxas, one can be riku, etc.
honestly, i would just find a character you're good at, then stick with him/her. mine is riku, he's such a man in this game, much better than dual blade roxas (is that sacrilege?).

It's not the same strenght when you use it on Mission mode.
For some reason.
Wich means that you can't do nothing.
