I have a feeling that if Sora is not going to be recognized as a Keyblade Master in the Xehanort Saga. Then, I think it will be in the next saga where I hope the game will be about the Keyblade Wars or something along those lines. Or the creators of the Keyblade.

Sora won't fail,he's went to world to world restoring them and defeating the heartless threat.
Riku might though,because like Terra,he has lots of Darkness in his heart and wields a Keyblade of darkness,and we all know that Terra failed because of that.
I have to be honest,I think that Riku can wield a Keyblade because of that Chant. 0_0
I really doubt I will see Xion again,Roxas however,was seen in the trailer and might indicate his return? :o
Mickey has probably taken the Mark of Mastery due to training with Yen Sid,and passed,which would explain why his moves were almost HAX when you lost and you got to play as Mickey on certain boss levels. x_x
As for Ventus,I think he is inside Roxas/Sora.
As for Aqua,I think she is going to escape
As for Terra,I'm pretty sure he will make an appearance in KH:DDD.
Oh,and Kairi is the main princess of heart when it gets down to it,not to mention a Keyblade wielder.
Maybe she will make a few Camio appearances in KH:DDD.

The keyblade comes from a persons heart. The person itself is the creator. Though, we know where the keyblade comes from, it would be cool to see a keyblade world, where the keyblade resides before the user calls for it through his heart.

You mean like a Dive to the Heart kind of thing? By the way, if a Keyblade does come from a persons' heart. Then, why do they have a Keyblade Inheritance Ceremony? Is it to ensure that they will be able to wield the Keyblade? But now that I think of it, Keyblade do chose their owner, in a way. But it still doesn't explain why they have to go through the Keyblade Inheritance Ceremony.
